Can't Find msconfig?/?

okay,, i need some help on something,,

ok whenever i type in msconfig in the run screen it says "windows cannot find msconfig make sure its typed correctly and try again…." ive already looked for msconfig to see if it is still on my computer and it is its right here "C:\WINDOWS\PCHEALTH\HELPCTR\Binaries\msconfig.exe"

its quite obvious that windows is looking somewhere else for this file, does anyone know what would cause this to happen and how to fix it?>

Open up internet explorer, then type "C:\WINDOWS\PCHEALTH\HELPCTR\Binaries\msconfig.exe" into the URL bar, and hit enter. If prompted, hit open. If this doesnt work, then obvysouly something is wrong with that file…

ive already checked there is absolutly nothing wrong with the file just windows isnt looking for it in the right place.
