Sending custom ping packets in windows

I've been looking around for a while but I havn't found anything yet so I'm gonna ask. Can you compress a file so it looks like an ICMP (or whatever) packet and you can send it like one, but it is really a trojan, or fork bomb or something else. I mean if you can destroy with a nuke, can you infect with a bio?

not sure thats possible beacuse pings are only read if its actually a ping packet.

altering the packet will stop it looking like a ping so the computer wont know what to do with it… i think.

perhaps you could somehow add on to the packet so it reads the ping aswell as executing some code, bt im not sure if thats actually possible.
