I have been asked this question a lot, so I will answer it here. "I" created the encryption, so I don't NEED it cracked. I know what the decrypted string is. I'm offering money because I want people to try and crack it and would like to give a modest reward for the perons hard work that does crack it :)

He doesn't need it cracked. He makes these encryptions. Why he pays money for it, I don't know.
