Basic 10 question
Two questions, actually.
First, is this challenge actually useful?? A login script that checks for correct IP would only be a slow-down, not much of a security measure to a determined hacker.
Second, I understand that one way to change your IP is to use a proxy. So to get to the bottom of my question, is there a site that allows searching proxies by 'output' IP? Additionally (and just for my information), is there any sort of software that does the same (enter an IP range, software attempts to to find a free IP in that range and applies it to the computer)?

as answers to your questions, IP address play a great part in some applications wither with authentications or in banning.
and as a site keep an eye on http://www.aliveproxy.com take a look at the http proxies and find a 1 that matches what is requested, if you did not find any working one try later as those proxies are updated on daily basis at the most.
Keep in mind many of these challenges are designed to force you to think outside of the box or learn a new skill, rather than trying to be realistic. While it's debatable whether of not you would ever see this in a real environment, it teaches something which will likely be useful in other situations.
