I don't believe so. From what I have been reading hal.dll works with your hardware. It was one of the things to help replace MS-DOS.

I am sure it is a highly running .dll, and will always be started in normal and safe modes. You can always try of course. I am not sure why you don't want to use a windows disk, but if you find you will use it, you can look here for 2 ways to fix it.
