Outsourced Challenge

Hey All

So I've been picking at this all morning and I cannot seem to find a solution to this. I thought at first that this was Rot13 but clearly not and I don't quite know exactly what it is.

This is not from an external site and it's not part of a challenge of HBH, or atleast not one that I'm aware of :P.

Apologies for the bad grammar, that isn't my writing and I find it quite difficult to work out what the guy is saying.

Firstly Thanks for the assistance Moshbat :). Secondly what form of cipher is that?? and thirdly Sig sorted, I loled quite hard :D, but I can understand the frustration… :right:
