i know that *67 sends "Withheld" to the recipient's caller ID, but is it traceable? if it is, then what level of experience is needed to trace it (i.e. kiddie hacker, leet dude, government, or is it untraceable?)

everything is traceable. all they would need to do is go to the phone comapny and get their records. Goverments, i.e. 911 can trace it instantly, so you dial *67 911 and it does nothing.

when i need untraceable, i use the following 1)get skype 2)get creditcard (one of those disposable ones at the store) 3)buy skype creds 4)go wardriving 5)make call

All *67 does is block your CallerID information to the end recipiant. It doesn't hide it from the phone company. What you're looking for is called an "ANI Fail".
