Halo 2 modder needs help

I've been learning to mod halo, and i need help. I have this idea to program ai into halo 2 multiplayer, but i need this program and can't find it anywhere except for this one thread on a closed forum where you can't ssign up anymore.

ok i got it and found out y I couldn't find it. I needed 1.3.9 not 1.9
