Sorry, but I find the question a bit strange…

API is an Application Programming Interface for writting (for example) windows apps that is based on a specific core function in a lib. This is the Win32 API. It is not C API, neither C++ API. Its a win32 API.

C or C++ is the "tool" that this API was implemented… ;)
