PHP emulator?

Alright, I've been painfully searching for a php emulator to no avail. Here is my problem: free hosts won't allow certain functions I.E. the mail functions etc (at least the ones I use) and roadrunner forbids me from running a web host on my system (They bitched me out about it in an email lol). So what I was looking for is an emulator that will execute PHP without being on a server. Anyone know where I can find anything like this?

no matter how hard you try your never going to find an emulator, they dont exist ( look up the term "emulator" ) download it from www.php.net then compile it

That's not true, I had an emulator it just didn't work the way I wanted it to. It popped up a dos like box with the code but exited when it was executed, so I know they're out there.
