with windows there is windows movie maker already installed…My favorite Video Editing program I have ever used is PowerDirector…I got it from my neighbor who is majoring in film. The software is like 80 bucks or so, but I am sure a version is pirated on the internet somewhere, although I do not support stealing software ;) (haha, its so hard to say that with a strait face)

I'd highly recommend Adobe after effects/premiere, although I have never used premiere. of course it isn't free (legally) but I got AE 6.5 pro (the latest version when I got it) on ebay for $15. it's mostly for animations/special effects but it can export in a variety of formats.

theres camtasia, which can act as a editing suite.

or theres adobe premier which is probably the best one, but very costly.. might be able to torrent it though.

those are the only ones i know.
