Need help with binary string

OK, I'm trying to figure what this binary string says.

When I convert it to ASCII, it turns out as

I NTMMKQMZ AQVA QA BCB

And after a letter shift to make the I an A, it turns out like this

A FLEECIER SINS IS TUT

I think the third one might be an anagram or some such shit, but I can't figure it out at all…

OK, I have another one that's got me stumped.

Converting Hex to ACSII yields "BANG VAR TREK", if that means anything……

maybe it's binary on a different base

OK my friend figured out that A FLEECIER SINS IS TUT is an anagram for RESISTANCE IS FUTILE. But we still can't get the second one. We think the x=8 is something needed to crack it, though…

Where did you find this "message" ? as it may give us an idea of what to look for.
