It's basically used to give webpages flexible content… but I don't think that'll explain it too well.

its a language which decides which html should be displayed and is server side.

languages aren't used for hacking, its what you make with the language. php can be used for lots of things, its just some of them are useful from a hacking point of view. for example a cookie steal can be made from it.
