I have seen a lot of tutorials on using live cd's to dump the hashes from the sam file but I haven't seen anything to do it from inside of windows itself. That's not to say it doesn't exist but does anyone know of a tool to do this?

Because you need administrative access to use most of these tools. It's kind of hard to crack an administrative password when you need to be an administrator to use the program. Not to say that there aren't other ways of retrieving a password without dumping the SAM, but those methods aren't that n00b friendly and require knowledge+program, not just program.
