Accessing other Terminals using an IP

If you have the IP of another persons PC is it possible to access it while it is connected to the internet and how? This is a really n00by question but it has to be one of the main aspects of hacking

You might want to check out the articles –> web hacking section about netcat. What you can do with netcat is put it in the victims system32 folder and use a cmd command to connect to it. From there on, you practically have control to every thing.
