Hacker-Tool Law Still Does Little
On August 10, 2007, a new section of the German Penal code went into effect. The statute, intended to implement certain provisions of the Council of Europe Treaty on Cybercrime, could be interpreted to make the creation or distribution of computer security software a criminal offense.

It's not over yet though. we'll never be able to say the penal code is being properly upheld with a straight face untill come up with a better name for it.

It seems a futile effort really. Just something to add to the list if they catch you.

i doubt a law will make any difference… honestly, what is it supposed to do, make you feel like a hard-ass for breaking an extra law. As long is there are hard drives, USB hard drives, and cd's there will always be hacking tools. They will survive.
