Step 1

Go to Filter>Render>Clouds

Step 2

Go to Filter>Render>Different Clouds, twice

Step 3

Go to Filter>Sketch>Chrome and use these settings

Detail- 1 Smoothness- 10

Step 4

Go to Filter>Stylize>Find Edges

Step 5

Go to Image>Adjustments>Invert

Step 6

Add some color to your image by going to Image>Adjustments>Hue Saturation

Optional you can also after Step 6 repeat Step 5 to make a really cool affect.
